In 1975, Harold Halprin created Luzon Oil Company as an extension of his never-ending experiments with recycling fuel sources. He and his sons, Gary and Robert, purchased a small oil truck and began collecting waste oil. Through trial and error, they developed methods of reprocessing this waste oil so that it could be used as a viable heating fuel. In the 1970’s, the Halprin’s expanded into tank cleaning services and oil spill cleanup.
They began to confer with State agencies as the environmental clean-up industry underwent stricter government controls and often-changing regulations. In the mid 1980’s, Luzon Oil Company expanded even further. New business arrived from the New York City, New York, and the Pennsylvania Tri-State region.
Soon thereafter, services began to include petroleum tank and line testing, tank removal and installations, vacuum truck industrial cleaning services, and geological and environmental consulting. Luzon obtained a contract with the New York State Department of Environmental Conservation (NYSDEC) as a primary spill response contractor from the 1980’s through September 2002.
By the end of the 1980’s, Luzon Oil Company established itself as a full-service environmental contractor. They moved into their present headquarters in Woodridge, New York, a 16-acre industrial site with offices, a truck and machine shop, and a custom built NYSDEC Part 360 permitted storage and recycling facility for petroleum products and waste. Luzon further expanded to include an oil contaminated wastewater treatment facility.
In the early 1990’s, due to evolving nature of the company’s business, Luzon Oil Company began doing business as Luzon Environmental Services. Currently, Robert Halprin is the only one at the helm of the business. Under Robert’s management, Luzon Environmental Services has continued on as the “friendly and personable” operation that people are comfortable with. Luzon Environmental Services is currently a full-service environmental consulting and contracting firm.
